George W. Bush’s two-term presidency proves at least one frequently overlooked rule of the capital’s social scene. In a city where power does a lot to enhance one’s popularity, playing hard to get can be the ultimate aphrodisiac. Masters of the art are most members of the Bush team, which means that when they do go out, they can generate enough buzz to launch a seismic shift in a hostess’s drawing power. Just ask Kuwaiti Ambassador Salem Abdullah al- Sabah and his high fashion wife Rima who together manage to get the best turnout when it comes to attracting everyone from Laura Bush for lunch to Karl Rove for a black-tie benefit dinner. British Ambassador Sir David Manning got the whole Bush clan over to dine when his Embassy Players featured amateur actress Margaret Bush, wife of the President’s very private brother Marvin, in a leading role. Tops among the Greta (“I vant to be alone”) Garbos in the media crowd is New York Times columnist Maureen Dowd, a f lirtatious fashion junkie who most often forgets to arrive much less RSVP, quite the opposite of media stars Chris and Kathleen Matthews, both sought-after regulars on the party circuit. No matter who occupies the White House, Washington still relies on its gung-ho extroverts, those diehard drawing room denizens who are always willing to stir the pot for a worthy cause. They may look frivolous at times, but all those ruff les and f lourishes don’t fool anyone. The capital’s power players rely on the social scene to break out of the office routine, end run the appointments secretary and escape the power bubble that goes with every top political job. With a whole new second-term crop of Bush team insiders, the scene is surging with new fodder for A-list guest lists led by intelligence czar John Negroponte (major cachet with security-minded types) and Gen. Peter Pace, the President’s pick as Chairman of the Joint Chiefs of Staff, whose medal-bedizened chest dazzles in candlelight. And, with a new baseball team in town, who knows, President Bush may actually decide to give the city a second look. So, with newfound optimism, we’ve sized up our longtime faves and taken into account all the new arrivals to produce Washington Life’s list of the 100 Most Invited.

1.GEORGE AND LAURA BUSH PRESIDENT & FIRST LADY
The Bushes have lots to celebrate, starting with a second term, an empty nest and lots of fringe benefits. With country homes at Camp David and Crawford, Tex., they have plenty of options when it comes to sheltering with friends, family and the odd congressman or foreign leader who needs buttering up down-home style.
2.RICHARD AND LYNNE CHENEY VICE PRESIDENT & AUTHOR
This couple knows how to work a room. His wry smile says it all. He’s not much impressed by the glitterati and would much prefer a cookout in the Virginia suburbs. Never make the mistake of ignoring Lynne. She’s one of the few administration wives who never takes a back seat.
