Jessy Tolkan, Executive Director of the Energy Action Coalition; Political Director at Green For All with former Vice President Al Gore

In a packed Copenhagen meeting last month, presided over by former Vice President Al Gore, I found myself tucked into a corner seat at the table trying to raise my voice above the many world leaders tasked with negotiating the logistics of my generation’s future. I may be 4’10,” but I learned a long time ago that speaking passionately on behalf of my peers can double my presence in even the most daunting of scenarios.

Reminded of this maxim, I all but shouted what I wished all our leaders – local, national and global – could truly hear: that lives can be built and national problems solved if we invest in a green economy now.

My insistence resulted in an introspective hush in the debate, and as I left the meeting, Vice President Gore approached me with a warning I’ll never forget, “Jessy, protect your heart this week.”

He was right, of course. The negotiations were a colossal disappointment, and my heart was broken. Young people, including myself, who voted for President Obama in 2008 thought the change we wanted would become reality, and a year into his presidency we’re still being offered solutions that fall short of scientific benchmarks and being told to wait for the now-tenuous passage of lackluster legislation that is merely a small step in the right direction.

On the one year anniversary of the historical 2008 presidential election, the “It’s Game Time, Obama!” initiative was launched in which thousands of young Americans banded together to ask the President to meet with youth leaders, give an address to the nation outlining his strategy, and attend Copenhagen in person. This work culminated in the White House’s first-ever Youth Clean Energy Forum, when we met with senior officials to discuss our vision for the new decade. Our decade.

Moving forward, my heart will likely be broken again before we achieve our objective of securing a clean and just energy future. I am confident, though, that my generation has the numbers on the ground and in voting booths that it will take to keep our leadership in check. I believe that as we usher in a new decade we will make the lifestyle adjustments and establish the businesses that will create green jobs and spark our struggling economy.

The Vice President’s domestic policy advisor puts her carefully honed legal and political skills to work in the battle for health care reform

By Chuck Conconi

The first time I met Terrell McSweeny she was a toy soldier in the Washington Ballet’s performance of Nutcracker at the Lisner Auditorium. I was a reporter for Channel 5 and had reluctantly agreed to interview her despite the fact that I considered children to be largely unresponsive in such situations. Ten-year-old McSweeny was self-possessed and articulate as she sat on the lip of the stage in her heavy makeup, her legs dangling, ignoring the camera.
Twenty-four years later we are sitting at Sesto Senso over plates of pasta, but now she is domestic policy advisor to Vice President Joe Biden with the additional title of special assistant to President Obama. She is just as self-possessed and articulate as ever.

So Much to Celebrate

The press gets a new home and kicks off the gala season

Matters of Opinion

Washington Post columnist Ruth Marcus, Atlanta-Journal Constitution’s editorial cartoonist Mike Luckovich, and Talking Points Memo blogger Josh Marshall had plenty of reasons to celebrate at The Week’s Fifth Annual Opinion Awards dinner at the Four Seasons on April 8th: they won.

The elegant and intimate evening raised eyebrows when panelists took center stage, and the discussion turned into a testosterone versus estrogen contest. This was led by Time.com’s Anna Marie Cox, who questioned why, when we have an African American and a woman running for President, the panel of experts were all white men? Fair question.

The Obamasphere: Political Allies

harry-reidHARRY REID
The Senate majority leader developed a reputation for sparring with President Bush and Senate Republicans after he assumed the party’s leadership in 2005. As a member of the Obama’s own party, this former Nevada gaming commissioner and convert to Mormonism is poised to play a pivotal role in advancing the president’s legislative agenda.

patrick-kennedyPATRICK KENNEDY
The youngest member of the Kennedy clan to currently hold elected office joined his father, Sen. Ted Kennedy, and his cousin, Caroline Kennedy, in endorsing Obama during a rally at American University in early 2008. The Rhode Island congressman has championed health care legislation, particularly mental health.

adrian-fentyADRIAN FENTY
Washington’s popular young mayor supported Obama in the primary and was at his side campaigning in the District, even lunching with him at the venerable diner, Ben’s Chili Bowl. Like the president, Fenty is a “BlackBerry” aficionado, known for carrying three of the devices at all times, one of which connects him directly to D.C. police chief Cathy Lanier.

george-millerGEORGE MILLER
After more than 30 years in the House, Miller has earned a reputation as an expert in education issues and a champion of U.S. humanitarian efforts. In early 2007, he became one of the first members of Congress, as well as one of the first super-delegates, to endorse Obama over Hillary Clinton, despite his constituents’ majority support for Clinton.

nancy-pelosiNANCY PELOSI
Many believe the Speaker’s tacit support for Obama over Clinton in the Democratic presidential primary was a crucial vote of confidence for the young senator. Since assuming leadership of the 110th Congress, Pelosi has shown grit and political talent, but her legislative agenda appears be more progressive than the President’s.

manhead7BILL RICHARDSON
Despite withdrawing his candidacy for the top job at the commerce department after questions arose about an unrelated matter, the New Mexico governor remains a Democratic Party heavyweight, and his breadth of experience will still be useful to the Obama administration, albeit in an unofficial capacity.

bill-clintonBILL CLINTON
Although no official position has been handed to the 42nd president, he hopes to be a “helpful sounding board” for Hillary as she takes on the job of secretary of state. Since leaving the White House, Clinton continues to comment on contemporary politics throughout the world, and assisted the political campaigns of both his wife and the president.

al-goreAL GORE
The former VP and environmental champion kept a low profile during the campaign—though he enthusiastically endorsed Obama in June—focusing his attention on his Alliance for Climate Protection. The Nobel Peace Prize recipient is also co-founder and chair of Generation Investment Management and Current TV.

dickdurbinDICK DURBIN
This senior senator from Illinois has been called Obama’s political ‘godfather’, a reference to his unwavering support and encouragement. Currently majority whip, Durbin is credited with launching an online petition in ’06 to encourage Obama to run for president, the same year Time named him as one of  “10 Best Senators.”

harold-fordHAROLD FORD
The former Tennessee congressman and Blue Dog Democrat led the relatively conservative Democratic Leadership Council, and appeared as a frequent political commentator. Ford remained neutral through much of the primary campaign, before ultimately backing Obama. Expect another Senate run.

kathleen-sebeliusKATHLEEN SEBELIUS
One of the country’s most popular governors, this Kansan  reduced debt without raising taxes, endorsed Obama early, and proved that conservative  states can be successfuly led by Democratic governors. A rising star in the party, speculation abounds as to her political aspirations.

williammdaleyWILLIAM DALEY
Along with his brother, Chicago Mayor Richard Daley, this former secretary of commerce and Democratic Party elder leads an influential Illinois-based political dynasty, which backed Obama from day one. Rumored to have gubernatorial ambitions for 2010, Daley can count on the support of his six elder siblings.

caroline-kennedyCAROLINE KENNEDY
JFK’s daughter endorsed a non-family member for the first time ever in her New York Times Op-Ed, “A President Like My Father,” and helped secure the endorsement of her uncle, Sen. Ted Kennedy, for Obama. Caroline Kennedy appears ready to make her own political waves in the new administration, while adjusting well to higher levels of media scrutiny.

john-kerryJOHN KERRY
The newly re-elected senator and early Obama supporter is in line to head the Senate Foreign Relations Committee, where global warming will reportedly be a top priority under his leadership. After false speculation that Kerry would join the Cabinet, the Mass. legislator will preside over Sen. Clinton’s confirmation hearings this spring.

patrick_murphyPATRICK MURPHY
This moderate Pennsylvania Democrat is currently the only Iraq war vet in Congress, where his criticism of Bush’s policies helped break the taboo against questioning an administration at war. The Bronze Star recipient was also an early Obama supporter, and his endorsement challenged a perception that vets would gravitate towards  fellow veteran John McCain.

timkaineTIM KAINE
Virginia’s governor was instrumental in shifting his state from red to purple on the political map, and was one of Obama’s key southern allies from day one. Initially considered for vice president, some say the president initially preferred Kaine, until advisors warned him against running with a relative newcomer.

patrick_devalDEVAL PATRICK
The first African-American governor of Massachusetts shares deep ideological bonds with the president, so much so that they’ve acknowledged sharing speech lines. Adding to the synergy is the fact that they’ve also run successful campaigns under the guidance of campaign manager David Axelrod.

claire-mccaskillCLAIRE MCCASKILL
Floated as a potential running mate during the campaign, the freshman senator from Missouri endorsed Obama while most of her female colleagues were backing Hillary Clinton. As an informal advisor, she helped him pull in the women’s vote, and advised him to campaign in rural, conservative areas.

jennifer-granholmJENNIFER GRANHOLM
Michigan’s governor helped to ultimately deliver the state for Obama by supporting him early on, when the majority of her constituents backed Hillary Clinton. Proving that “being Sarah Palin” wasn’t just the work of Tina Fey, Governor Granholm played the role of the Alaskan VP candidate during Joe Biden’s practice debates.

richard-lugarRICHARD LUGAR
One of Obama’s biggest and earliest foreign policy supporters (when the then-candidate didn’t have very many), Lugar is the seniormost Republican senator in the 111th Congress, following the retirement of Pete Domenici and the defeat of Ted Stevens.

mark-warnerMARK WARNER
The former Virginia governor endorsed Obama early while running for office himself in Virginia, and was, for a time, considered a veep contender. Going forward, Senator Warner will be an important southern ally from the newly minted purple state.

jon-corzineJON CORZINE
This former Goldman Sachs chairman and current New Jersey governor worked to pass legislation against corporate malfeasance during his years in the Senate by  agressively pursuing executives of  Enron, Tyco, and WorldCom after their companies failed.

pritzkerPENNY PRITZKER
A member of one of America’s wealthiest families, the founder and current chair of Classic Residence by Hyatt served as national finance chair of Obama’s presidential campaign. Pritzker has donated nearly half a million dollars to political campaigns and PACs since 2000, and wields broad power in Democratic political circles.

jack-reedJACK REED
The former paratrooper and senior senator from Rhode Island’s name was floated as a possible running mate for Obama. In 2002, he was one of 22 Senate Democrats who voted against the use of force in Iraq and he traveled to the Middle East with Obama in 2008.

The Battle for Poplar Point

The Battle for Poplar Point

District residents would never let Rock Creek Park be turned into a soccer stadium with a seven million square-foot mixed business and residential development … So, why is it about to happen on the Anacostia?

By Bob Nixon

In Anacostia National Park on the Eastern Bank of the Anacostia River, spring is in bloom. Frogs croak mating calls across tidal wetlands while rare birds including the Willow Flycatcher line their nests and visitors walk and fish along the riverbank. Downtown, in a parallel universe, highly skilled architects draft plans to convert all but 70 acres of historic Poplar Point into seven million square feet of commercial cash cow.

How can this be? Anacostia National Park was designed 106 years ago by the McMillan Commission and Fredric Law Olmstead Jr. as a five-mile-long “Emerald Necklace” along the river. The commission noted this new park was “to correspond with Rock Creek Park in the west” and further commented, “Whatever of natural beauty is to be preserved and whatever park spaces are still to be acquired must be provided for during the next few years or it will be forever lost”

The citizens who fought for the creation of the park are long dead and forgotten and those who use it today apparently don’t count. In 2006, Congress passed a lobbyist-written law to undo Olmstead’s visionary work of 1902 and allow for massive development on the Riverbank. One champion is Councilmember Marion Barry, who wants a soccer stadium, stores and condos to replace the park. Recently the Fenty Administration’s Office of Economic Development picked Clark Realty as the winners of a park development competition.

How, on this warming Earth, in a national capital talking about becoming the greenest city in America, can we even speak of cutting the natural heart out of Anacostia National Park? Shouldn’t we be celebrating and investing in our park with its 1,200 acres and its five miles of riverfront? Why are we not making it the true Central Park and emerald necklace its creators envisioned? As always, the answer is money.

Nothing is as profitable as turning nature into cash – if you can get a permit. We have heard the justification countless times. Anacostia National Park is underutilized, neglected and contaminated. Development will provide jobs and amenities for local residents. This equals tax revenue-money.

Only in the poorest ward of our city, crying for basic resources, would such a plan ever see the light of day. For decades Anacostia National Park has suffered from federal abandonment and neglect that would have brought winning lawsuits if the same had happened in Rock Creek Park. The tale of two cities lives on, as Georgetowners will soon celebrate their huge victory in the reopening of Potomac Riverfront Park.

On January 20, 2007, over 500 Ward Eight residents attended a public meeting at Ballou Senior High School on the future of Poplar Point. Though the community has had little enthusiasm for a soccer stadium and other alternatives had been discussed, the soccer stadium proposal was suddenly the only one being considered. Many were shocked and betrayed by this behind-closed-doors decision to take a publicly owned resource away from them.

“I walk [Poplar Point] every morning,” said resident Lawrence Lacey, “Why is it that every time a developer sees a green space in Southeast, they think it has to be developed? It’s probably one of the only green spaces left for us to appreciate the waterfront.”

“For most of the residents, we certainly won’t be able to live there, and I can just imagine that access to the park area will be severely restricted,” added Charles Wilson, another concerned SE resident.

Sadly, this is not the first time that the communities along the Anacostia River have faced such a proposal for their parkland. In the 1940s, a large chunk of Anacostia Park was liquidated to construct the coal-burning power plant on Benning Road that has brought asthma and emphysema to the community. In the 1960s, developers carved off more park to build RFK Stadium. In the 1990s, Kingman and Heritage Islands were decommissioned by Congress for a Mayor Barry-supported amusement park that took years to beat back. Next, Congress authorized a plan to give the Corrections Corporation of America the right to build a prison on the National Park at Oxen Cove.

The winning Clark Realty brochure is stunning in both its development scale and Orwellian level of spin. The company uses Al Gore’s An Inconvenient Truth movie poster and the cover of Time Magazine’s “Global Warming Survival Guide” to bless the proposed conversion of the public common into private real estate. The brochure explains that the development will be named the “International Environmental Center” and will be “a One Planet Community” that “will transform Poplar Point into a global research and employment center for environment and alternative energy.”

Let’s not pretend that green roofs and green names will negate the tremendous environmental impacts of this proposed development. The legislation that allowed transfer of the land from the Federal government to the District requires that at least 70 acres of land be kept for “park purposes,” but commercial development is certainly not a requirement of the Secretary of the Interior. A better idea would be for the Mayor to propose, and City Council to vote for, simply cleaning up Poplar Point as a first step in generating commercial development on the vacant land outside the Park boundary.

To visualize this option, the Earth Conservation Corps engaged renowned landscape architects Michael Van Valkenburgh Associates to draw a restored park in line with the historic Olmsted plan to show that three million square feet of commercial development can be built on the vacant commercial land that now borders the parkland. Yes, we can have it both ways and at a vastly reduced cost to the environment, our spirits and our wallets.

Like the previous amusement park and prison schemes, carving up Poplar Point will require City Council approval. It will also cost District taxpayers $200 million to fund “infrastructure costs.” Polishing the tarnished emerald that is Poplar Point National Park could start with the $2.1 million the Department of Interior has set aside for the purpose. It will also take courage and leadership. One can only hope a hero will stand up and fight for our jewel necklace – Mayor Fenty … Chairman Gray … Secretary Kempthorne … Council members … Citizens? … Anyone?

Bob Nixon is the chairman of the Earth Conservation Corps, a nonprofit that provides hands-on education, environmental training, professional experience, and leadership skills for disadvantaged young people.

The 2008 Power 100

power100list
Power, above all, is influence. New York Fashion week bloggers tell Americans with authority that this is the year of the [insert arbitrary skirt length], and America purchases accordingly. The Washington socialite-hostess gathers the ripe fruit of political, economic, and cultural orchards and serves it up as one fabulous cherry bombe at a charity fundraiser or a private soiree with Cabinet secretaries and other major political players. Two men shake hands in the U.S. Senate and a bill passes – or doesn’t. The influence to effect change, be it in the minds or actions of one’s fellow man, is simultaneously the most ephemeral quantity (how does one qualify or rate it?) and the biggest driving force on our planet.
